Amendment No. 1 was offered by Representative Parnell: Page 1, after line 6: Insert "WHEREAS the United States moves more deeply into debt as its expenditures exceed its available revenues and the national debt now exceeds four trillion dollars; and WHEREAS annually the federal budget reflects the unwillingness or inability of the federal government to spend in conformity with available revenues; and" Representative Parnell moved and asked unanimous consent that Amendment No. 1 be adopted. There being no objection, it was so ordered. Amendment No. 2 was offered by Representative Brice: Page 1, line 12, after "federal budget": Insert "without shifting costs or unfunded mandates to the states" Representative Brice moved and asked unanimous consent that Amendment No. 2 be adopted. There being no objection, it was so ordered. Representative Vezey moved and asked unanimous consent that CSHJR 29(FIN) am be considered engrossed, advanced to third reading and placed on final passage.
